General Notice
The Tawas Utilities Authority (Owner) is requesting Bids for the construction of the following Project:

Wastewater Treatment Plant Improvements  21-0334
Sealed Bids for the construction of the Project will be received at the East Tawas City Hall, located at 760 Newman St., East Tawas, MI 48730, until Monday, August 8, 2022 at 1:30 local time. At that time the Bids received will be publicly opened and read aloud.

The Project includes the following Work:

  1. Addition of two new mechanical bar screens
  2. Improvements to the odor control systems.
  3. Renovation to the existing primary clarifiers
  4. Renovation of oxidation ditches including replacement of mixing and aeration equipment.
  5. Rehabilitation of secondary clarifiers and replacement of sludge collection mechanisms.
  6. New RAS pumps. Reconfiguration of RAS and WAS piping.
  7. Installation of new drain pumps for the oxidations ditches.
  8. Replacement of the gas chlorination and dechlorination equipment.
  9. Modifications to the chlorine contact chamber
  10. Installation of a new effluent flow meter.
  11. Rehabilitation of the anaerobic digestion equipment.
  12. Construction of new bolted glass lined steel sludge storage tank.
  13. Construction of new a building addition for new screening equipment
  14. Construction of a new building for the odor control system.
  15. HVAC system upgrades
  16. New electrical distribution load centers and associated wiring.
  17. Instrumentation upgrades.
  18. Site work, and miscellaneous building improvements

Obtaining the Bidding Documents
Bidding Documents may be downloaded from C2AE’s Project Share Web site for bidding purposes only; contact C2AE at for logon information and to register as a plan holder. It is the Bidder’s responsibility to determine/evaluate the capability of his equipment to provide/download documents that are accurate for size, scale, and content.

Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated C2AE site in either electronic or paper format. The designated Web site will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated Web site. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated Web site.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 9:00am-3:00pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Bidding Documents may also be examined at the following locations:

  • Office of the Owner, Tawas Utilities Authority, (located in the East Tawas City Hall) 760 Newman St., East Tawas, MI 48730, Mondays through Fridays between the hours of 9:00am-4:00pm.
  • Builder’s Exchange or Plan Rooms. Builder’s Exchanges are authorized to share the Bidding Documents with other exchanges.

Printed copies of the Bidding Documents may be purchased from the Issuing Office, via check payable to “C2AE”, during the hours indicated above and upon receipt of a non-refundable payment for printing/reproduction, including normal shipping; expedited shipping will be at cost. The date the Bidding Documents are transmitted (mailed or shipped) by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.

Pre-bid Conference
A mandatory pre-bid conference for the Project will be held on Tuesday July 26, 2022 at 10:00 AM at the Tawas Utilities Authority Wastewater Treatment Plant, 810 W, Franklin St., East Tawas, MI  48730. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
